Worcestershire is a council area which forms the upper tier in a two-tier system of local government. The council area has a significantly different area to the historic county from which it takes its name, primarily because it does not include the major towns and cities in the densely-populated north-east of the county, including Oldbury, Halesowen, Stourbridge, Warley and Kings Norton. There are many other small differences between the boundaries of the council area and the historic county, notably at Redditch; Upper Arley; Mathon; Redmarley d'Abitot; Chaceley; Teddington; Ashton under Hill; Aston Somerville; Pebworth; Bickmarsh; and Oldberrow.
