Surrey is a council area which forms the upper tier in a two-tier system of local government. The council area has a significantly different area to the historic county from which it takes its name, primarily because it does not include the parts of the historic county within the metropolitan conurbation (including Sutton, Croydon, Richmond, Wandsworth, Brixton and Streatham). The Surrey council area also includes the Spelthorne area of Middlesex (which includes Staines, Ashford and Shepperton). There are also several other small differences between the boundaries of the council area and the historic county.
