Lincolnshire is a council area which forms the upper tier in a two-tier system of local government. The council area has a significantly different area to the historic county from which it takes its name, primarily because the council area does not include the northern part of the historic county, which includes Scunthorpe, Grimsby and Barton-upon-Humber. There are also several other small differences between the boundaries of the council area and the historic county.
