Lancashire is a council area which forms the upper tier in a two-tier system of local government. The council area has a radically different area to the historic county from which it takes its name, primarily in that it does not include the densely populated south of the historic county, including its major towns and cities: Liverpool, Manchester, Salford, Wigan, Oldham, Rochdale, Bolton, Burnley and St Helens. The Lancashire council area also does not include Blackpool. The Lancashire council area does include a large area of Yorkshire, including Barnoldswick, Earby and the Forest of Bowland.
