Essex is a council area which forms the upper tier in a two-tier system of local government. Several lower-tier council areas lie within its area. The council area has a significantly different area to the historic county from which it takes its name, primarily because it excludes the densely populated south-east of the county, as well as Southend-on-Sea. There are also several other small differences between the boundaries of the council area and the historic county.
